Whether or not Bob Dylan is a confessing Christian at this point in his life is open to discussion. I say enjoy the spiritual and Biblical influences in his music and if they speak to you good, then let the Holy Spirit sort out the rest.
History
Dylan's writing has always been influenced by Biblical imagery. Clearly as early as 1963's "Blowin' in the Wind", Dylan had captured the essence of Biblical passages. This however, did not necessarily indicate any sense of "Faith" in his life only an understanding of the Bible in the same way he understood the poetry of Dylan Thomas.
Later though there is no question Bob Dylan went through a conversion experience in the late 70's that further influenced his writing and lead him to produce one of his best albums, Slow Train Coming. During this period Dylan produced three albums that are specifically Christian in their message.
